e-Invoicing in the UAE

The UAE has announced a phased rollout of mandatory e-invoicing under its new Electronic Invoicing System (EIS).
The programme will commence with a voluntary pilot phase from July 2026, followed by mandatory implementation for VAT-registered businesses in stages from 2027 onward.
This initiative forms part of the UAE’s broader strategy to digitize tax administration, enhance VAT compliance, and align with international best practices.

What is e-Invoicing in the UAE?

e-Invoicing in the UAE refers to the electronic creation, exchange, and storage of invoices in a structured digital format through the government-mandated Electronic Invoicing System (EIS).
Traditional paper invoices or PDF invoices sent by email do not qualify as e-invoices under the new framework.
Instead, invoices must be machine-readable, structured, and exchanged electronically through approved platforms.

Ministerial Decision No. 244 of 2025 – Implementation Framework

Pilot programme: Voluntary adoption begins July 1, 2026, for entities meeting technical requirements.
Mandatory adoption:
• Businesses with annual revenue ≥ AED 50 million must appoint a Accredited service provider by 31 July 2026 and go live by 1 January 2027.
• Businesses with Annual revenue < AED 50 million must appoint Accredited service provider by 31 March 2027 and go live by 1 July 2027.
• Government entities must appoint Accredited service provider by 31 March 2027 and go live by 1 October 2027.
• B2C transactions: Currently excluded until further notice.

Penalties for Non-Compliance

Under Cabinet Resolution No. 106 of 2025, administrative penalties apply for failure to comply with the e-invoicing regime, including:
• AED 100 per invoice or credit note not issued or transmitted in accordance with the rules (capped at AED 5,000 per calendar month)
• AED 5,000 per month for failure to implement the e-invoicing system or appoint an Accredited Service Provider.
• Additional penalties may apply for failure to notify system failures within the prescribed timeframe.
