Raqeeb: Whistleblower Programme for
Tax Violations & Evasion (UAE)

The UAE’s Federal Tax Authority (FTA) has introduced the Raqeeb Whistleblower Programme to strengthen tax compliance and encourage the reporting of tax violations. This initiative allows individuals to confidentially report businesses or persons suspected of tax evasion or non-compliance with UAE tax laws.

What is the Raqeeb Programme?

Raqeeb is a whistleblowing mechanism that enables individuals to submit credible information about tax violations related to VAT, Excise Tax, or Corporate Tax. The goal is to promote transparency, fair competition, and accountability within the UAE’s business ecosystem.

Who Can Be an Informant?

Any individual who has credible information about a person or company:
• Engaging in tax evasion
• Failing to meet tax obligations
• Violating UAE tax laws or procedures

Examples of Reportable Violations

• Providing false information in tax returns
• Failure to register for VAT despite meeting thresholds
• Not issuing proper tax invoices
• Charging VAT but not remitting it to the authorities
• Offering cash payments without issuing tax invoices

Confidentiality & Protection

Informants must provide their identity when submitting a lead; however, the FTA keeps the identity confidential and does not disclose it to the reported party or during legal proceedings.

Monetary Rewards

To encourage responsible reporting, eligible informants may receive financial rewards if:
✔ The information is accurate and credible
✔ The FTA successfully collects unpaid tax exceeding AED 50,000
✔ The case is fully investigated and finalized

How the Process Works

1️⃣ Submit a whistleblowing form via the FTA’s Raqeeb portal
2️⃣ Provide details about the reported person and supporting evidence
3️⃣ The FTA reviews and investigates the case
4️⃣ If tax is recovered and conditions are met, the informant may receive a reward
